This paper proposes a research agenda for studying the building blocks of amicable interstate communication and their role in fostering sociability between states. In the conclusions, it advocates the interest of inquiring the pragmatics of interstate communication and indicates factors that must be tackled in the future in order to answer the overarching question: under what conditions do friendly actions reach their ends?
