Recognizing the interest of the ideological language constituent in language policy and planning within a micro-level language-planning framework, this article distinguishes and debates the social representations of Portuguese higher education institution (HEI) stakeholders regarding: (i) language teaching and learning in HEIs and (ii) the elaboration of language education policies in this special context.
