This inquiry uses a poststructural framework to explore problem representations in public discussions over the Shanghainese Heritage Project (SHP), a policy fostering the use of Shanghainese, the local Chinese variety, in kindergartens. As the problem for SHP was unofficially represented as conflicts between ‘locals’ and ‘non-locals', children from migrant families may risk being dis-citizened.
