NEG-raising and NEG-attraction are shown to be functionally related in that the outputs of the two rules bear opposite values of the same set of pragmatic factors (viz. the set surety/uncertainty on the part of the speaker, control/lack of control on the part of the matrix subject over the state of affairs in the complement clause, and indirect/direct perception by the speaker of the state of affairs in the complement clause).
