An attempt to make clear what a generative theory of illocutions is and why it is a fruitful field of study. In this approach the study of language begins by formulating a set of systematic descriptions of what we say, and the search for primary units of analysis, the adoption of criteria of meaning and the search for necessary and sufficient conditions are put off until this first question is answered.
