This paper discusses the limits of legal regulation of migrant sisal plantation workers in Tanganyika's Mandated Territories (1923-1958). It is argued that migrant workers
capitalized on legal ambiguity, the multiplicity of regulating agents, and a robust social network to challenge (the implementation of) the Labour Ordinance laws and their embedded racial and gendered assumptions regarding 'native' subjects .
