The present paper is programmatic in nature. It represents an initial attempt to approach translation both as a paradigmatic case of plan-able activity as well as an agent of planning applied in other cultural domains. Case-studies based on this mode of reasoning are to be applied later. Different, often partial formulations of the present line of argumentation were presented at several meetings, e.g. in Tel Aviv, Amsterdam, Istanbul and Manchester.
