The Territorial Dimension in Language Planning
An Evaluation of Its Potential in Contemporary Wales
RESUMO La teritoria dimensio en la lingvoplanado: takso de ties valoro en la nuntempa Kimrio Atento al la teritoria srumpigo de la kimralingvaj zonoj de Britio vekis malfruan interesigon pri eventuala teritoria lingvo-planado. La artikolo pristudas la spacan bazon de la lingvo-politiko kaj de la lingvaj rajtoj. Oni analizas du tipojn de konflikto pri lingvaj rajtoj. Unue, estas konflikto inter unuopaj rajtoj kaj rajtoj de grupoj, laü apartaj interpretoj de la koncepto de la justeco. Iuj asertas, ke la justeco konsistas en disdivido de bonajoj sur proporcia bazo, dum aliaj sugestas, ke la justeco devus kon-sideri nur la akiritajn rajtojn de unuopuloj, senkonsidere de la lingvo au de aliaj trajtoj, kiuj difinas grupon. Due estas konflikto inter la akiritaj rajtoj de kimralingvuloj kaj de anglalingvanoj. Poste oni prikonsideras la principojn de la lingva endistriktigo; fine, oni diskutas la avantagojn kaj malavantagojn de la alpreno de la koncepto de dulingvaj distriktoj en Kimrio. CRYNODEB Mae dirywiad yn nifer y rhai a fedrai'r iaith Gymraeg wedi ennyn diddordeb rhai yn y syniad o gynllunio ar gyfer yr iaith yng Nghymru. Bwriad y traethawd hwn ydyw olrhain datblygiad y syniad o iawnderau ieithyddol, gan ganolbwyntio ar wrthdrawiad rhwng iawnderau ieithyddol yr unigolyn ac iawnderau cymdeithasol. Hynny yw, rhwng ddehongliad o gyfiawnder sy'n awgrymu y dylid ffafrio lleiafrifoedd ieithyddol heddiw oherwydd anghyfiawnderau y wladwriaeth yn y gorffennol, a hynny sy'n mynnu y dylid pwyso a mesur gwerth a iawnderau yr unigolyn fel unigolyn ac nid fel aelod o leiafrif ieithyddol. Yna mae'r traethawd yn cymharu'r sefyllfa ieithyddol yn Ffinland ac yng Nghanada i weld a all Cymru elwa ar brofiad gwledydd eraill wrth gynllunio iaith. Am weddill y traethawd gofynnir os oes angen ardaloedd unieithog a dwyieithog tebyg i Ganada, nid yn unig er mwyn diogelu'r Gymraeg, ond yn bwysicach, er mwyn ei gwneud yn iaith ymarferol, ddefnyddiol yn y broses o wella ansawdd bywyd yn y Gymru gyfoes.
